[Early in the Morning, everyone who was reported as murdered will get the following text:]

Hey! ! know you all have been through a lot and probably feel k!inda down so come to the bookstore ton!ght at 7 and well cheer you up!!

Action: Gil's bookstore

[Anyone who comes into Gil's bookstore around 7 am will find it decked out with a banner saying "Welcome Back!" On a table stands a sheet cake frosted with the letters "You're Alive again!" and a post of soup simmering away on a hot plate. Around both of these are a number of smaller plates holding a much fancier cake, strawberry and all, each with the name of one of the victims written on it. The cafe cats are decorated with a ribbon of their own, to varying degrees of annoyance to each of them. They have been joined by Sakurako's cats Cookie and Biscuit, who seem to be enjoying their stint as the center of interest to a number of their fellow felines.

In the back stands a small Karaoke machine, beeping away in an attempt to generate interest. The couches and chairs have been pushed flush with the outer bookshelves to create a bit more space for people to mingle.

Miki is sitting at the counter, waiting to get coffee (or I guess, sell books) to anyone who is interested in buying some extra stuff.]

Chew and swallow before you speak, Miss Sakurako. However, to answer your question, the cake seems to be of a sweeter variety than I prefer; ergo, I feel it would be wasted on me.

I don't hate them, but I prefer far less intense sweetness than most.

So did you find out who did it? Is he in prison yet?

We have a suspect in custody, but the native-court trial only began two days ago. Given how many native deaths I must prove him responsible for, the trial for their murders will take time.

But he's off the streets until you know for sure, right?

Assuming that he doesn't grow bored before the trial is over, yes. Unfortunately, he could escape at any moment he wishes through the use of his Persona during the Dark Hour.

So there's no way to keep him locked up either?

Not that we're aware of. Fortunately, I do have a different approach in mind, provided that those of us who are technically inclined prove to be up to the task.

To put it simply -- (hopefully simply enough for you to grasp) -- use machines to track people convicted of crimes this severe at all times.

Like putting tracking chips in your dog in case he runs away?

Precisely, though with the additional measure of a program on our phones that allows us to track them or alerts us when they're near.

What if he gets someone to take the chip out?

While that does present a problem, I'm certain that we'll find ways to solve it. In the meantime, removing something of that nature would prove more difficult than leaving something external behind.

Unfortunately, punishment is only half the problem. The other is that we lack a judge and a defense attorney with which to conduct a trial. Wright was here before, but he vanished during the murder spree.

Oh, yeah, I guess that is a problem, huh...

Indeed. The position of defense attorney in particular is arguably the most difficult of all to fill.

[Edgeworth can't quite keep his voice as strong as he'd prefer to project as he says this.]

Yeah, it sounds pretty hard.

Further complicating the matter is that not everyone here sees the need for trials at all.

Well, you'd have to do it all in one day or they could use their Persona to escape while you're holding them...

[Edgeworth shakes his head.] In the short term, a defendant could be held under guard by other kidnappees. That simply isn't a viable long-term solution since there are so few of us.
